 Road and Transportation

 

2.1. Foreword:

Transportation phenomena and conveying people and goods have always been considered as one of the most important human commitments from early stage of development. Nowadays, transportation is considered among major component of national economy in the country and concerning great infrastructure, plays significant role in the economy development process. The transportation sector includes certain activities that circulate in whole terms of production, distribution and consumption of goods and services and also take part in entire economic activities.
Main round trip provincial routes include Shirvan Cherdaval _ Ilam, T cross Arkwaz (Malekshahi _ Ilam) and Ivan _ Ilam.

2.2. General picture of the province:

The highway connecting Tehran to Kermanshah and is entitled as 'Karbala highway', is concluded to Ilam after passing Kermanshah province through Ivan-e-Gharb.
Also, the provincial village road includes 10,070 kilometers paved roads that demonstrates 76 percent founded.

2.3. Passenger transport:

Public passenger transport consists of three major parts of bus, minibus and rental taxies that are formed of private sector investment with over 98 percent share, all supervised by provincial RMTO. There are 52 stirring passenger transport companies and agencies in the province which represent below number of vehicle fleet.

To overhaul public transport especially in passenger transport section, targeting considerable improvement in road safety and service levels, renewal of worn out vehicle fleet has been commenced and now the passenger transport vehicle fleet have been equipped with over 1250 buses and minibuses, while, the rehabilitation process is supposed to be continued.

2.4. Goods transport:

There are 32 stirring goods transport company in the province, holding over 2500 trucks with the average lifetime of 9.5 years. Overhauling goods vehicle fleet has been operated from early 2003 and up to now, over 500 modern trucks have been allotted to the public applicants; The renewal process planned to be continued.

2.5. Constructing en-route welfare general services:

To increase road safety and delivering services within roads and concerning traffic volume of domestic and overseas transit vehicles, necessity of constructing en-route welfare service areas, serving public vehicles and people in the utility, welfare, sanitary, commercial, treatment, ….frameworks, in terms of integrated plant, has been vastly demonstrated. During recent years, the provincial RMTO have placed facilities for the private sector and has managed huge amount of investment in this section to result in constructing above mentioned plants. Realizing en-route welfare general service areas has been considered among major plans of provincial RMTO about which, 3 large plants of 'Samenolhojaj' in Ilam-Shirvan Cherdaval road, 'Mojtam-e-Ramezani' in Ilam-Dare Shahr road together with 'Mojtam-e-Hoseini' in Ilam highway, are about to opening to public. In addition, the provincial RMTO is planning to construct another en-route welfare general service area in the present year to serve mainly pilgrims to Iraq and other passengers, having 7000 meters square foundation embracing fuel station, restaurant, sanitary service areas, repair room, parking and chapel, investing over 5 billion IRI Rials for private sector.

2.6. Prominence of border terminals:

The border terminals, whether earthbound, nautical or aerial, are considered as transport substructures between states. The Islamic Republic of IRAN with thoroughbred geographical position from faraway past times in international transportation regimes and considering exploiting the opportunities provoked in the region since collapsing the former soviet union, now is running for its historical credit and standing within the overseas transportation stand.

2.7. 'Mehran' border terminal:

Following considering 'Mehran' border terminal, international, after due state approval and also for organizing pilgrims range through the border, mainly including Iraqi, Pakistani, Indian, Azerbaijani and of course Iranians, the Road Maintenance and Transportation Organization, in line with its legal obligations, to provide accommodation and facilitating pilgrims traffic, in late 2003 commenced temporary residence in 'Mehran' border terminal and concluded that within less than one year.

The comprehensive plan of Mehran border terminal was commenced in an area of 42 hectares, accounting over 200 billion IRI Rials from internal exclusive budgets of RMTO, to contribute in topper prosperity of pilgrims to Iraq holy shrines.
The border terminal covers an area of 3,800 meters square and commercial saloon of 2,000 meters square, including sanitary service areas in 500 meters square, 18 exit and entrance gates for the passenger transport, goods and fuel transit. The terminal encompasses pilgrim's traffic up to 20,000 and is considered as one of the largest national border terminals. The distance from Mehran border terminal to Karbala is 240 and Najaf is 180 kilometers.

2.8. IRAN_IRAQ corridor, accessing north Africa and role of Mehran terminal in East-West corridor:

Iraq path has always been regarded as one of most appropriate corridors for accessing pilgrims and Iranian passengers towards Syria. Iraq path, comparing present corridor, possess some benefits such as decreasing the trip time by 12 hours, reducing path by 600 kilometers and finally lowering passenger transport expenditures. Consequently, it is estimated that after mostly recuperation of political relation between Iran and Iraq, major part of Iranian pilgrim trips towards Syria, is commenced through Iraq territory.
